we need more info. What are your symptoms? Why isn't it dandruff.
See a doctor for proper advise.
You really need to see a doctor or dermatologist to find out what it is you have before you can look into finding a cure. If you think it is one thing, but it is actually another and you treat if for something totally different than it is you may cause more problems.
There are so many hair & scalp disorderes it is hard saying what it may be that you have.

It is psoriasis. Crust and redness well form when the cells produce extra cells containing capillaries. Use Salicylic Acid based shampoo the slough-off the scales. Use Selsum and Head-and-Shoulder shampoo.
