Is it okay for someone who is not suffering hair loss to use Rogaine or not? ?

I have heard for many people that if a young, 18-year-old woman who is not suffering hair loss (like myself) uses Men’s Rogaine or Women’s Rogaine, that it would cause hair loss.

I just did a search on Rogaines website, and these are the following side effects.. Reported side effects of Rogaine for women include chest pain, rapid heartbeat, faintness, dizziness, sudden and unexplained weight gain, swelling of the hands and feet, scalp irritation, and unwanted facial hair growth.

No mention of hairloss. Not sure why someone would use rogaine when they are not losing hair?? Am I missing something here?
