Does oily scalp/forehead means hair loss?

I've heard that when you get oily scalp which I do have, often people say that thats a sign of hair loss. Is this true? I'm 26 year old male and hair loss runs in my family, but so far I don't see any signs of hair loss. What do you think? Thank you in advance for your help.
If it runs in your family you should ask your dad or your grandfather- maybe they will remember if the oily scalp and forehead thing happened to them.
