Can I cure my dog’s hair loss resulting from rabies vaccine?

My black, miniature poodle has a good-sized hole in her fur, probably resulting from a bad reaction to a rabies vaccine. The vet tested her for mites and ringworm, and when both came back negative and the hair didn't grow back, she told me about the rabies vaccine possibility. Is there really nothing we can do to bring back this hair? This soft patch of skin is now so vulnerable to injury and infection — this is a very lively, active dog who loves to play hard. Furthermore, I am upset that this adverse reaction is so common, yet you only find out about it after you dog has suffered. This vaccine was tough on my dog — she couldn't move for a day and she then got the runs — and now this bald spot. It's such a shame. Will Vitamin E help, or is that useless in such a situation? Is this really one, big, round scar? Thanks.
